 1. The Chair welcomes you to attend this meeting.
 2. The Chair welcomes you to this meeting.
 3. The Chair welcomes you for attending this meeting.
 文法上三句都对。虽然第三句是有点不自然,但不算错。
 Welcome 一字后面可以加 to + infinitive,也可以加 to + noun。桌上放满食物,主人家对客人说 "You are welcomed to help yourself" 或 "You are welcomed to the food"(较常见的说法是 "You are welcome to help yourself")。Leo 提出的第一句和第二句的分别就是在此。
 至于第三句的 for 是说明理由。主席欢迎大家是因为大家来参加会议。意思没有大的问题,只不过听起来好像暗示,你如果不是为了参加会议而来,主席就不欢迎你一样,这样未免有点功利。我们换一个说法,听起来就自然多了:
 The Chair wants to thank you for attending this meeting.
